AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the positions of these parties, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

All major parties have ruled out an alliance with the Freedom party, implying the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
